Caption Description José Filipe Moraes Cabral (second from right), Permanent Representative of Portugal to the UN, speaks to the press following the Security Council’s consideration of a draft resolution strongly condemning ongoing violence by Syrian authorities against civilian protesters. The draft resolution was vetoed by two of the Council’s permanent members, China and the Russian Federation.
