A survey team headed by Martti Ahtisaari, Special Representative of the Secretary-General, left New York on 5 August on a mission designed to pave the way for the early independence of Namibia with a major transitional role for the UN. On the basis of the findings of the mission, which is to be completed before the end of this month, Secretary-General Kurt Waldheim is to submit a report to the Security Council with recommendations for carrying out the Namibian settlement plan put forward by the Council’s five Western members. The plan calls for free elections under the supervision and control of the UN. The main task of Mr. Ahtisaari will be to ensure the establishment of conditions necessary for an impartial electoral process. The survey team is made up of some 50 persons, including, as military adviser, Major-General Hanners Philipp (Austria), who is Commander of the UN Disengagement Observer Force on the Golan Heights.
