Headline Security Council Establishes New Monitoring Commission for Iraq, Adopts Resolution 1284 by 11 Votes in Favour, 4 Abstentions 
Caption Description Acting under Chapter VII of the Charter, the Security Council votes to establish the United Nations Monitoring, Verification and Inspection Commission (UNMOVIC), to undertake the responsibilities of the former United Nations Special Commission (UNSCOM), which was charged with monitoring the elimination of weapons of mass destruction in Iraq.  Adopting resolution 1284 (1999) by 11 votes in favour to none against with 4 abstentions (China, France, Malaysia, Russian Federation), the Council also removed the ceiling for the export of Iraqi oil under the humanitarian programme known as “oil for food”, and addressed the repatriation of all Kuwaiti and third country nationals or their remains, as well as the return of Kuwait property.
In addition, the Council expressed its intention to provisionally suspend its sanctions against lraq upon receipt of a report from UNMOVIC and the International Atomic Energy Agency (IAEA) that lraq has been cooperating in all respects with their reinforced monitoring system for a period of 120 days.  Such suspension would be for a period of 120 days and would be renewable.  If at
any time UNMOVIC or the IAEA report that lraq is not cooperating in all respects or is acquiring prohibited items, the suspension of economic sanctions will be terminated.
