Caption Description Yugoslavia has become the twenty-third country to ratify or accede to the Convention relating to the Status of Refugees.  The Convention, which came into force in 1954, establishes the rights of refugees under the mandate of the UN High Commissioner for Refugees to asylum, to work, to education, to public relief and to freedom of religion.
