Shamaldharee Lall was born in Bhagalpur, Bihar, India, in 1894 and was educated at Calcutta University and Exeter College, Oxford. Since 1919 he has been a member of the Indian Civil Service. He has held important posts in the Department of Industries, Labor and Finance. From 1938 to 1944 he served as Deputy High Commissioner and Acting High Commissioner for India in the United Kingdom. Since 1946 Mr. Lall served as Secretary to the Government of India, Ministry of Labor, and as Government of India representative on the Governing Board of the International Labor Organization. In 1949 he served as Chairman of the Governing Board of the ILO. In January 1950 Mr. Lall was appointed Assistant Secretary-General of the Department of Conference and General Services, succeeding Mr. Adrian Pelt, who was elected U.N. Commissioner in Libya.
