China's negative vote in the Security Council barred the entry of Outer Mongolia, and the Soviet vetoes blocked membership for the Republics of Korea and Vietnam, Jordan, Ireland, Portugal, Italy, Austria, Finland, Ceylon, Nepal, Libya, Cambodia, Japan, Laos, and Spain. The applications of Albania, Bulgaria, Hungary and Rumania were approved on an individual vote, but not in the vote on the blanket recommendation that all four be admitted to the U.N.
