Senator Warren R. Austin (USA) addresses the Security Council at the opening of the debate on the Palestine question. Declaring that his Government would support United Nations action on Palestine, Mr. Austin said that if the Security Council should decide that it is necessary to use armed force to maintain international peace there, the US would be ready to consult on necessary steps. Adding that under the Charter the Council can undertake such action solely to keep peace and not to enforce partition, Mr. Austin proposed to establish a Committee to look at once into the question of the possible threats to peace and to consult with the Palestine Commission, the Mandatory Power and representatives of the principal Palestine communities.
