Headline Security Council Takes Up Complaint by Spain Regarding Western Sahara 
Caption Description The Security Council this morning took up a complaint by Spain that the plan announced by King Hassan II of Morocco for a march of 350,000 people into Western Sahara, a territory under Spanish administration, had created ""a situation of international friction"" threatening international peace. At this meeting, the Council heard statements by the representatives of Spain, Morocco and Mauritania, as well as a statement under the right of reply by the representative of Spain. At the end of the meeting, Costa Rica introduced a draft resolution.
