Headline Signing Ceremony for Twenty-Five Project Documents of Nationhood Programme for Namibia
Caption Description Initiated 2,5 years ago, the Nationhood Programme for Namibia finally bore fruit, as today a ceremony was held to sign 25 project documents lending assistance to Namibia.  The projects provide training and aid in such areas as industry, land and resource development, water systems, communications, and administration. The Programme was launched by the General Assembly resolution 31/153 of 20 December 1976 on the recommendation of the United Nations Council for Namibia. Since then, the Council, the legal administering authority for Namibia, in consultation with the South West Africa People's Organization (SWAPO) and other organizations, have been discussing and developing plans of aid with the task of preparing the country for independence. These meetings culminated in approval by the Council of 45 pre-independence projects, 25 formally accepted at today's ceremonies. Orlando Olcese, Deputy Assistant Administrator, Regional Bureau for Africa, UNDP (left), Martti Ahtisaari, the United Nations Commissioner for Namibia (left center), Paul Lusaka, President of the United Nations Council for Namibia (right center), and P. Gopinath, Special Adviser to the Director-General for Inter-Agency Affairs at the signing ceremony.
