Han Si Kae, Permanent Observer of the Democratic People's Republic of Korea, presents the instruments of accession to the International Covenant on Economic, Social and Cultural Rights and the International Covenant on Civil and Political Rights to Erik Suy (right), Under-Secretary-General for Legal Affairs. G. Irving, Legal Officer, also attended today's ceremony. The first Covenant, adopted by the General Assembly on 16 December 1966, binds parties to take steps with a view to achieving progressively the full realization of a series of rights, including the right to work, to form and join trade unions, to social security, to an adequate standard of living, to education, to the highest attainable standard of physical and mental health, and to take part in cultural life. The second Covenant was adopted by the General Assembly on 16 December 1966. Parties to it are obligated to ensure that all individuals within their jurisdiction enjoy certain rights, including the right to life, liberty, security of person, freedom of movement and residence, equality before the courts, presumption of innocence when charged with a crime, freedom of thought and religion, freedom to hold opinions, freedom of expression, peaceful assembly, freedom of association, and participation in voting and public affairs.
