Boutros-Ghali's decision to dispatch a technical team to Somalia to prepare a plan for a cease-fire monitoring mechanism. It also requested the team to develop a high-priority plan to ensure the unimpeded delivery of humanitarian assistance to that country. The Security Council took that action by unanimously adopting resolution 746 (1992).
