The Security Council unanimously adopts resolution 1214 (1998), supporting the establishment of a civil affairs unit within the United Nations Special Mission to Afghanistan (UNSMA). The primary objective of the civilian unit will be to monitor the situation, promote respect for minimum humanitarian standards, and deter massive and systematic violations of human rights and humanitarian law in the future.
Also by resolution 1214, the Council demanded that the Afghan factions put an end to discrimination against girls and women and demanded that the Taliban stop providing sanctuary and training for international terrorists and their organizations. It deplored the failure of the Taliban leadership, in particular, to take measures to conclude a ceasefire and to resume negotiations.
