Caption Description As indispensable as narcotic drugs are to modern medicine, addiction to them causes havoc and misery detrimental to the individual and to society. This dual nature of narcotic drugs has led to the establishment of most stringent universally applied control,under the auspices of the United Nations, to ensure the limitation of their manufacture, trade and consumption to legitimate needs only. The control also covers ""synthetic narcoties."" The control organisfunctioning under the UN include three main boddis3: the Commission on Narcotic Drugs, the Permanent Central Opium Board and the Drug Supervisory Body. Furthermore, the Division of Narcotic Drugs of the UN Secretariat, located in Geneva, carfies out research on opium in its laboratory. National laboratories and individual scientists ateo pargicipate in the UN programme of opium research. The laboratory helps to coordinate the research being carried out by these scientists and arranges for the distribution of opium samples for this work. It also publishes all the findings in a speci4 series of documents. Moreover, improved methods of treatment and rehabilitation of addicts have been developed and the UN, together with its specialized agencies, aids governments, at their request, to cope with their particular problems.
