Headline General Assembly Opens Debate on United States Charges of Detention of UN Military Personnel 
Caption Description By a vote of 48 to five with six abstentions (Afghanistan, Burma, India, Indonesia, Yemen and Yugoslavia), the General Assembly approved this afternoon a 16-power resolution denouncing the detention of UN Command personnel and asking the UN Secretary-General to seek their release and report progress by 31 December. This picture shows Arthur S. Lall, delegate of India, addressing the Assembly on the question during the comparatively short discussion which preceded the vote. Explaining his abstention, Mr. Lall expressed the belief that it might have been better to try making use of other procedure; he also deplored the fact that the Chinese People's Republic was not able to be present, asking whether it was ""not an elementary and universally accepted principle that there can be no condemnation without a full and fair hearing.""
