Headline From Ruin to Revival - Reconstructing South Korea 
Caption Description After three years of fighting and destruction, the Republic of Korea is trying to rise to its feet again, but the road from ruin to survival is strewn with difficulties. Cities and Villages have been destroyed, communications disrupted and there are great shortages of food, clothing, shelter and fuel.  Having shared the burden of hurling back the aggressor, the United Nations also shares the burden of reconstruction. It has set up the United Nations Korean Reconstruction Agency (UNKRA) to help in the basic rebuilding of the country. Financed from voluntary contributions by governments, it works closely with the Government of the Republic of Korea and cooperates with other organizations having objectives' similar to its own.
Fighting hit the fishing industry severely. Much fishing gear and about a tenth of the fishing fleet were lost. The average annual catch of metric tons (1947-49) fell to 219,000 in 1950 and recovered to 26,600 metric tons in 1953. However, between 400,000 and 450,000 metric tons are needed annually. Last year UNKRA budgeted $1,900,000 for the industry. Its projects included rebuilding wholesale fish market at Seoul and Inchon and construction of 23 fishing vessels. In addition, it has set up a revolving fund to make loans for purchasing new fishing boat and repairing existing craft.
