Malaysia is making great efforts to diversify its economy by introducing industrial and agricultural enterprises and by developing its infrastructure of transportation, communications and other public services such as water, power and sanitation, accordingly in order to meet industrial needs. 1966-1970 estimates of manpower needs showed that it was necessary to train 25,000-30,000 persons in sub-professional areas requiring 2-3 years of education beyond secondary school. This requires an annual output of 5,000 to 6,000 male and female graduates in a ""technician"" category for employment in industry, business and government, including some 900 technicians per year in basic industrial technologies. To help meet this need, the Government has planned the establishment of two new Polytechnics and the expansion of post-secondary agricultural education. The first of these new Polytechnics is located in Ipoh, a city of 300,000 some 130 miles north of Kuala Lumpur, and is receiving the assistance of the United Nations Development Programme (UNDP), with the United Nations Educational, Scientific and Cultural Organization (UNESCO) as participating and executing agency.
