The Security Council voted 13-1-1 to allow limited sales of Iraqi oil and demanded compliance with disarmament obligations, requiring Iraq to pay up to 30 percent of oil revenue to the claims fund. The Security Council voted to allow Iraq to finance its
humanitarian needs by exporting under tight UN control, up to $1.6 billion
worth of oil and oil products during a six-month period. Resolution 706 (1991) was adopted by a vote of 13 in favor to 1 against (Cuba), with 1 abstention (Yemen). In a unanimous vote, the Council also adopted Resolution 705 (1991), which says that the
compensation to be paid by Iraq for losses and damage resulting from the invasion and occupation of Kuwait shall not exceed 30 percent
of the annual value of its oil-related exports. In a third decision, Iraq's serious violations of a number of its disarmament obligations were condemned by the Council as it unanimously adopted
Resolution 707 (1991).
