Headline Security Council Finds Iraq 'Not in Full Compliance' with Obligations Regarding Weapons Destruction, Human Rights and Property Restitution 
Caption Description Speaking on behalf of members of the Security Council, Security Council President Diego Arria (Venezuela) said that Iraq was not in full compliance with all of its obligations. He cited Iraq's weapon-related obligations (including its liability for the coats of destroying its weapons programmes), as well as its obligations regarding the return of property; statements of gold and foreign currency reserves; international debt payments; the repatriation of Kuwaiti and third-country nationals; and the use of oil revenues to finance the Compensation Fund for claims against Iraq.
