Security Council Fails to Adopt Resolution on Situation in Czechoslovakia, Receives Second Draft Resolution
Caption Description
The Security Council, early in the morning of 23 August, failed to adopt a resolution wich would have had the Council condemn the armed intervention by the Soviet Union and other Warsaw Pact members in Czechoslovakia and call on those States to forthwith withdraw their forces. The draft received 10 votes in favor to 2 against (Hungary, Soviet Union), with 3 abstentions (Algeria, India, Pakistan). The draft was co-sponsored by Brazil, Canada, Denmark, France, Paraguay, Senegal, the United Kingdom and the United States. The same eight delegations later introduced a draft resolution which would have the Council request the Secretary-General to send immediately to Prague a Special Representative ""who shall seek the release and ensure the personal safety of the Czechoslovak leaders under detention"".
