For some time to come the poorer countries of the world will have to rely on agriculture to raise their living standards and supply the capital they need to create industries. Agricultural production must therefore be increased. This requires tractors, fertilizers, new and better seeds, vast irrigation schemes, land reforms.

Headline Rural Development in Afghanistan
Caption Description The rural development programme in Afghanistan began as a pilot project in two villages in 1954. Subsequently, major projects in health and sanitation, handicrafts and cottage industries, agriculture, and education were initiated by the Government. With the assistance of the UN and its specialized agencies, the development area has been extended to about four hundred villages. In all the projects undertaken, efforts are made to promote the development of local institutions, particularly the village development councils.
