Bolton, Permanent Representative of the United States to the United Nations, addresses the Security Council on behalf of the Multinational Force (MNF) on the situation in Iraq, today at UN Headquarters. He said that the MNF continued to work with the Iraqi Government to train and equip the Iraqi Security Forces (ISF), which continued to develop despite an insurgency actively attempting to disrupt them, destroy their infrastructure and equipment, and intimidate recruits. Iraqis were taking on more of the fight, but it must be acknowledged that the Iraqi forces were not yet ready to conduct independent operations unilaterally, he added.
