The most important attempt since 1930 to evolve the first comprehensive international agreement on the law of the sea is being made by representatives of some 80 governments meeting in Geneva under United Nations auspices.
At the opening meeting of the conference in the General Assembly Hall at the Palais des Nations, Mr. Max Petitpierre, Head of the Federal Political Department of Switzerland (Swiss Foreign Minister), at the rostrum welcoming the delegates on behalf of Switzerland. Seated behind him at the presidential rostrum are (l to r): Mr. Constantin Stavropoulos, United Nations Legal Counsel, representing the UN Secretary-General at the conference; Dr. Y.L. Liang, Executive-Secretary of the conference; and Mr. George Palthey, Deputy-Director of the U.N. European Office. Mr. Stavropoulos was the Acting-Chairman before Prince Wan Waithayakon, of Thailand, was elected Chairman.
