Caption Description Seen here at the rostrum is Mr. Imre Horwath, Hungarian Foreign Minister, who said that the question was before the Assembly despite repeated categorical protests by his government.  A ""white terror"" had raged in Hungary, he charged. Exercising its sovereign rights, the Hungarian government had been compelled to call on Soviet forces stationed in Hungary under the Warsaw Treaty in order to stop the bloodshed. He denied that any deportation of Hungarian had taken place.
