Headline Security Council Meets on Iraq 
Caption Description In its first resolution on Iraq since it recognized United States-led occupying forces as the provisional authority, the United Nations Security Council today formally welcomed the United States-appointed Governing Council as a key step towards restoring Iraq's sovereignty and set up a new mission to coordinate United Nations activities there. The resolution 1500 (2003) was adopted 14-0 with one abstention (Syria). Co-sponsored by Spain, the United Kingdom and United States, it was the Security Council's first formal action on the Governing Council, although a member of the Iraqi council addressed it last month and Secretary-General Kofi Annan and his top envoy for Iraq have already accepted the group as a valid partner for the United Nations. The new resolution said the Security Council ""welcomes the establishment of the broadly representative Governing Council of Iraq on 13 July 2003, as an important step towards the formation by the people of Iraq of an internationally recognized, representative government that will exercise the sovereignty of Iraq.""
