The General Assembly this morning appointed by acclamation Javier Pérez de Cuéllar of Peru as the fifth Secretary-General of the United Nations for a five-year term beginning 1 January 1982. The appointment, coming minutes after the Assembly meeting opened, followed a Security Council recommendation made 11 December.  Assembly President Ismat T. Kittani (Iraq) administered the oath of office to Mr. Pérez de Cuéllar, whose term will run to 31 December 1986. A lawyer and career diplomat, the Secretary-General-designate served most recently as Secretary-General Kurt Waldheim’s Personal Representative on the situation in Afghanistan and as UN Under-Secretary-General for Special Political Affairs.

The Security Council today requested Secretary-General Javier Perez de Cuellar to visit Iran and Iraq in an effort to implement Security Council resolution 598 (1987) of 20 July.
