The Secretary-General, U Thant, on 26 March announced the establishment of a United Nations fund designed to mobilize international action against drug abuse. In a letter to Member Governments announcing the United Nations Fund for Drug Abuse Control, U Thant also invited contributions from public and private sources for the purpose of combating drug abuse and its disastrous impact on individuals and nations. Establishment of the Fund was marked today in a brief ceremony held at UN Headquarters where the Secretary-General received a letter of credit for million from the United States, as the initial instalment of the one million pledged for 1971.
At the ceremony today (from left to right) are: Walter Kotschnig, US Deputy Assistant Secretary of State; C.V. Narasimhan, Under-secretary-General Chef de Cabinet and Deputy Administrator of UNDP; Carl W.A. Schurmann (Netherlands), the Secretary-General's Personal Representative in charge of the Fund; Secretary-General U Thant, receiving the letter of credit from George Bush, Permanent Representative of United States to UN; John E. Ingersoll, Director of the United States Bureau of Narcotics and Dangerous Drugs; and Mrs. John L. Loeb, Commissioner, New York Commission to UN.
