Headline Security Council Meets on Situation in India and Pakistan; US Resolution Fails of Adoption; Consideration of 3 Other Drafts Deferred for 12 Hours
Caption Description The Security Council, convening tonight at the request of nine States to consider the ""deteriorating situation which has led to armed clashes between India and Pakistan"", heard statements by the representatives of the parties and by Council members, and received four draft resolutions. One, sponsored by the United States, was put to the vote but was not adopted because of the negative vote of a permanent member of the Council. The vote was 11 in favour, 2 against (Poland, Soviet Union), with 2 abstentions (France, United Kingdom). Voting on the other three draft resolutions was deferred, as the Council decided, after a meeting lasting nearly eight hours, with one recess, to adjourn until 2.30 p.m. Sunday, 5 December, so that consultations could be held and delegations could consult their Government's.
Agha Shahi (Pakistan) addressing the Council. At the table, next to him are (left to right): Nsanze Terence (Burundi), Huang Hua (China) and Jacques Kosciusko-Morizet (France). At the table in the foreground, back to camera, is Samar Sen (India).
