Caption Description By unanimously adopting resolution 1154 (1998), acting under Chapter VII of the United Nations Charter, the Security Council  tonight endorsed a 23 February Memorandum of Understanding between the UN Nations and Iraq on special procedures for the inspection of eight presidential sites in Iraq, and stressed that any violation by Iraq of its obligation would have ""severest consequences"" for Iraq.
