The U.N. Security Council met for the sixth time today on Israel's complaint concerning Egyptian restrictions on the passage of Israel-bound shipping through the Suez Canal.
Mr. Charles Malik (left), the delegate of Lebanon, conversing, before the meeting, with Dr. Mahmoud Azmi, of Egypt. Egypt is not, at present, a member of the Council but, accordingly to the rules of procedure, any member of the United Nations which is not a member of the Council may participate, without vote, in the Council's discussions of a question if the Council considers that the member's interests are specially affected.
