Following the Security Council resolution of 14 July 1960 authorizing UN military assistance to the Republic of the Congo, some 11,500 soldiers from nine countries are now on duty helping to restore order and calm in the country. The Secretary-General sent his Personal Representative in the Congo, Dr. Ralph J. Bunche, to Elisabethville for discussions prior to the arrival of UN troops in Katanga Province.
The next day, the plane with UN technicians was refused permission to land at Elisabethville airport, except for refueling. Dr. Bunche is seen here (holding hat) saying farewell at the airport before returning to Leopoldville with the technicians.
