The Government of Afghanistan, with the assistance of the United Nations and with the Food and Agriculture Organization (FAO) as executive agency, is undertaking a multi-purpose rural development programme based on a comprehensive approach involving ""the total man and the entire community"". This system of community self-help is called ""Hashar"", and is very common in Afghanistan. Under this project, concerned with opening up the country, United Nations engineers and architects are assisting in the design and construction of bridges, small hydro-electric schemes and culverts in the rural areas, using local labour and materials as much as possible.
Bridge construction in Kabul province. Such projects are often performed by voluntary labour under a self-help system called ""Hashar"". The only payment is a free-lunch.
