Mr. Padilla Nervo called for a solution of international disputes on the basis of negotiations and conciliations as provided in the UN charter. The Charter, he said, was the only practical and acceptable guide for all. Referring to the forthcoming meeting of the big four powers, he declared that it was “a most encouraging sign” in the international situation. He also called for cooperation among the big powers to refrain from using the veto in the case of admitting members into the UN, and stressed the moderating role the small countries could play-in smoothing international tensions.
