Caption Description The Federal Republic of Germany has acceded to the Convention on the Rights of Refugees in the care of the UN High Commissioner.  Here, Walter Hallstein (right), Secretary of State of the Foreign Office of the Federal Republic, deposits the instrument of ratification with Dag Hammarskjöld, Secretary-General of the United Nations.
The Convention, which was adopted at a 26-nation conference in July 1951, establishes the minimum rights of the refugees under the mandate of the High Commissioner, including the right to asylum, to work, to education, to public relief and to freedom of religion.
