Caption Description Soaring national crime rates, the growth of crime as business, and the fairly recent phenomena of transnational economic crime and violence are among the key issues for discussion by government representatives and experts at the Fifth UN Congress on Prevention of Crime and Treatment of Offenders which opened today at the Palais des Nations, Geneva. Over 1,000 participants from governments, inter-governmental and non-governmental organizations and specialized agencies as well as many leaders of the profession of criminal justice and criminology from more than 80 countries are present at the Congress. The UN Crime Congress is held every five years under the terms of the General Assembly resolution 415 (V) of 1 December 1950. The Fifth Congress continues an international effort that can be traced to the First Penal and Penitentiary Congress held in Frankfurt in 1846. The four previous Congresses took place at Geneva (1955), London (1960), Stockholm (1965) and Kyoto, Japan (1970).
