France has formally accepted the Convention relating to the Status of Refugees which establishes minimum rights for refugees under the mandate of the U.N. High Commissioner for Refugees, including the right to asylum, to work, to education, to public relief and to freedom of religion, and also provides for issuance of travel documents to refugees.
Ambassador Henri Hoppenot (standing), France's Permanent Representative to the U.N., this afternoon deposited his Government's instrument of ratification to the Convention with Secretary-General Dag Hammarskjöld, who is seen here signing the procès-verbal of deposit.
The Convention, which was adopted at a 26-nation U.N. Conference in Geneva in July 1951, came into force on 22 April 1954. It has been formally accepted by nine governments. The French instrument states that the Convention applies “to all territories for the international relations of which France is responsible.”
