Caption Description United Nations Secretary-General Boutros Boutros-Ghali opened the United Nations Conference on Environment and Development (UNCED) - or Earth Summit - on 3 June 1992, and Fernando Collor de Mello, President of Brazil, was elected President of the Conference. Maurice Strong, of Canada, was Secretary-General of UNCED. The Conference, by means of a resolution proposed by Brazil, adopted and recommended for endorsement by the General Assembly at its next regular session: the Rio Declaration on Environment and Development; a programme of action entitled Agenda 21; and a Statement of Principles on the Management, Conservation and Sustainable Development of All Types of Forests. Under the same text, the Conference noted that the United Nations Framework Convention on Climate Change and the Convention on Biological Diversity were opened for signature during UNCED. The Conference's two-day Summit Segment convened a record number of Heads of State and Government, a total of 103.
