The Security Council late Saturday gave unanimous approval to a set of six principles upon which any settlement of the Suez Canal question should be based. The second part of the resolution, dealing with ways of putting the principles into practice, was vetoed by the Soviet Union. Yugoslavia joined the USSR in voting against this section of the resolution, which was also opposed by Egypt.
